1.0 Invitation for Bids
NTPC Limited, a leading energy conglomerate under the Government of India, invites online bids through an auction on the BiofuelCircle platform for the procurement of agro-residue-based biomass pellets. This procurement is aimed at meeting the fuel requirements of the Solapur Super Thermal Power Station (STPS). The scope of work under this tender includes the supply, loading, transport, and delivery of biomass pellets directly to the NTPC site.
The bid auction will be conducted on the BiofuelCircle platform, which can be accessed at https://www.biofuelcircle.com. The auction is open to eligible Class-I MSE bidders as per the guidelines outlined in the bidding documents.
2.0 Salient Technical Features
A. Brief Scope of Work
The contract involves the supply of biomass pellets made from agro-residues to NTPC Solapur STPP. The supplier is responsible for the following:
- Supply, Loading, Transport, and Delivery: The pellets must be delivered to NTPC Solapur STPP. Unloading will be handled by NTPC, provided the pellets are delivered loose in fully covered and waterproof carriage vehicles. This precaution is essential to protect the material from exposure to rain, sunlight, and to prevent dusting during transit.
- Packaging and Delivery Specifications: Pellets must not be packed in bags; if delivered in bags, NTPC will not accept the consignment. In such cases, the supplier must unload the material at their own expense. Additionally, NTPC will not be responsible for any demurrage charges incurred due to extra halts of the carriage vehicle.
- Adherence to Technical Specifications: The biomass pellets supplied must adhere to the technical specifications detailed in the tender document.

NTPC intends to finance this procurement package through its own resources or domestic funds.

5.0 MSE Benefits
Under the Public Procurement Policy (PPP) 2012, benefits are extended to Micro and Small Enterprises (MSEs) only for goods produced and services provided by them. These benefits do not apply to traders or dealers. For MSE benefits to be applicable, the bidder must confirm that the biomass pellets offered are manufactured by them. 6.0 Bidding Document Access
The bidding documents are available for free download to any interested bidder through the BiofuelCircle website. To access these documents, bidders need to register on the BiofuelCircle platform to obtain a user ID and password.
7.0 Qualifying Requirements
Bidders must meet the following eligibility criteria:
- Age and Nationality: The applicant must be at least 21 years old if an individual. Bidders must be of Indian nationality or a registered entity in India, including companies, sole proprietorships, partnerships, LLPs, cooperative societies, NRIs, Persons of Indian Origin, or multinational companies with registered offices in India.
- Eligibility for Participation: Bidding is open only to entities from within India, subject to the fulfillment of conditions regarding procurement restrictions from bidders of countries sharing a land border with India.
- Documentary Proof: Bidders must provide relevant documentation supporting their eligibility and type of firm or company. Individual applicants must submit proof of nationality and age, such as voter ID or passport, during onboarding on the BiofuelCircle platform.
8.0 MSE Class-I Local Suppliers
Only MSE Class-I local suppliers, as defined in the Public Procurement (Preference to Make in India) Order 2017 and subsequent amendments, are eligible to participate in this tender. Bidders are advised to review the relevant provisions in the bidding documents before submitting their bids.
9.0 Issuance of Bidding Documents
The issuance of bidding documents to any bidder does not imply qualification or acceptance of their eligibility.
10.0 Right to Reject Bids
NTPC reserves the right to reject any or all bids or to cancel or withdraw the Invitation for Bids (IFB) without assigning any reason. No claims shall arise from any bidder or intending bidder in response to such actions.
